From the Artist: The red buildings represent anger and frustration over city life. The blue eye on the central building represents a lack of clean air or blue sky. The tear is for the sorrow as more and more tall buildings are built. I made the central building streaky to represent weathering and crying. The rail-road and highway are all surrounding and heading into the city causing more and more crowds and noise.

I think it's a strong composition, with the semi-circle of radiating lines from the building contrasting to the strong vertical and horizontal lines of the rail and road. I find it pushes my eye down onto the rail-road, and then up the building to the eye.
