I do watermedia and I can suggest my favorite way so far for painting clouds is to moisten part of the sky and drop in the lightest color and then a little darker color. Turn the paper and let it move. Don't try to fill in all the wet paper. You can leave it five minutes, while turning it and it will continue movement, or mist a little water to help it move.
