Question: Are the Sizes for a Painting Given With or Without the Frame?
"Is a finished painting listed by its framed or unframed size? For example, if I frame a 5 x 7 inch watercolor in an 8 x 10 inch frame, what would I list as the size? I'm trying to put together a catalog of paintings for an upcoming show and in the past have always listed the piece by its unframed size regardless of whether or not it's being sold framed." -- Judiemo
Answer:

The convention is that the size given is that of the actual painting, unless specified otherwise. The first measurement is the vertical length and the second the horizontal. Sometimes there's a third measurement, which is the depth of the canvas. This is usually only given if it's particularly deep.

If you're selling the paintings framed, there's no reason why you shouldn't provide both the image size and the framed size. Some potential buyers will most likely welcome the information.
