Open the photo in Corel Painter 9, then go to the Effects Menu at the top. In this menu, scroll down to Surface Control, and select Sketch. You'll get the pop-up box shown here, where you control the sketch effect and can see a preview of the result.
You'll see that there are five sliders you can adjust: Sensitivity, Smoothing, Grain, Threshold (high and low). As you move these, you'll see the result in the preview.
Sensitivity sets the amount of detail in the sketch. Set low, it'll pick up only the main edges in the photo. Set high it'll pick up these as well as other thin lines. For this tutorial, set Sensitivity to maximum.
Smoothing sets how much noise is filtered out. For this tutorial, you want as much noise as possible, so set it low.
Grain sets how much the sketch shows the grain of the paper. The higher it is, the more grain is shown. As we haven't applied a paper to the photo, you can leave this as it is.
Finally, Threshold (high and low) removes noise, so leave these low.
Tip: You can save your Sketch settings to apply to other photos later on without having to set each slider individually. Simply click on Save and type in a name in the Save Preset dialog box.
