One of the things the Painter help manual recommends for creating 'raw materials' for applying marbling onto, is to create blobs of color.

The Blobs menu is accessed from the Effects menu at the top, under Esoterica (the same place option where marbling effect is found). This brings up a menu in which you set the number size of blobs you want, their maximum and minimum size, and whether they're to be a color or filled with a pattern.
