Need a License to Buy Original Art?

"Can anyone buy a painting?" might seem a strange question, but it's one Painting Forum Host Starrpoint encountered this week at the artist-coop she belongs to. Starr says a newcomer to the area popped in and asked several questions, which you'd expect.
"Then he asked a question that just about knocked me to the floor. In all seriousness, he asked "Can you buy these pictures?" ... Well I said yes, of course you can, then he asked, as if to clarify the question, 'Well, can anybody buy them?' He was serious.

I didn't say 'No, you have to have a license to buy art', I politely said yes, anyone could buy them, meaning him. So he did. He bought his first piece of original art. ... So many people just do not realize that original art is no more expensive than mass produced prints!"
